If you were wealthy enough, would you give $200 million to some organisation without wanting to know how it was spent? I dissagree with any donations to a terrorist country but then there are fools who dissagree with me. In situations where such vast sums of money are thrown away, America should insist that it sends a firm of accountants to monitor the end use for this charitable donation. Am I being too simplistic here or is $200 million not worth worying about? I know of one American who is struggling through Uni and trying to work evenings at the same time to pay his way. TBH I would be helping him first with his fathers taxes.
