I really do not understand much about it, But they had a shop here in my village and the kids were there by the herd, They would spend all their time there and not even go to school. So the village council closed em down and made em move out, My wife has some students that are really sharp, but their absentee rate is high, and I found out that they spend all their time in game shops instead of going to school and their parents have no objection. So just maybe that is the reason that game shops are scarce..
