A lot of cards will kill you with the surcharges, 3 minute rounding, maintenance fees, etc. The best card I could find is the Mega Clean and Stable card from www.uniontelecard.com. You can buy it online and get your pin number via e-mail. It has a lot of features such as pinless dialing, too. In your area, they only have a local access number for Phoenix unfortunately. Hopefully it will work for you.

They have other cards but you have to look at all of the surcharges. I have never had calling issues with this card. The network for the cell phones I call can be down sometimes though, but it's not the card's fault.
