Not possible whatsoever for somebody who has no long term established ties to the DR and for who the travel outside the DR would constitute a hardship (family, especially).

there's always a "Way".
a well established Colegio may be able to provide appropriate papers which state that the absence of the new Teacher would interrupt their work significantly, in such case a exception to do the full process here without a flight home is of course possible.
but some specific Documents like the Birthcertificate/good conduct paper etc are still needed to bring from home of course,
their translation and legalizations can be done down here tho.
