Boca Chica:
The Swiss place on Duarte (Pension Suisse or Suiza, I think) Also has A/C.
Neptuno's , waiters dressed like pirates but good seafood. Overly expensive. Outside dining, no A/C.
El Tula across from the Hamaca entrance, big bucks for Boca Chica, and outdoor dining sometimes live music. Overly expensive but nice atmosphere.
The Chinese restaraunt in the Dominican bay hotel has a paid menu for non-guests, although there are far too many AI diners in ther most times, good if empty. Spotty service if uncrowded. Has A/C and is VERY clean. Only safe Chinese food, IMHO, if you can tolerate the guests who are not paying and act like it.
Brisas Del Caribe on the beach off Duarte a bit hard to find, has an inexplicable disco light show thing out front, (no music or dancing, just the lights) but good food on the beach especially chicken and pork loin etc. On the beach , no A/C , brutal if it rains for obvious reasons. Good sauces, way too much ask for them "al lado".
For Pizza one spot only - the brick oven pizza place across from the Zanzi Bar. On Duarte. Skip Millanelli's for sure. Other places have or had ovens but no cooks, e.g. the Costalunga has the oven, no pizza cook, the Calypso lost the oven and the cook. Note at Zanzi Pizza there is no A/C and approx 1,000 degrees inside unless you are under the fans and even then it is 1,000 degrees but windy. Sit outside.
The absolute consistent best is the Suisse place.
Zip for breakfast and lunch though other than a few hotels, Garant probably the best service and food for Breakfast - they don't do lunch or dinner. Some say Casa Coco but it is pretty parsimonious fare. Loud Americans with potty mouths frequent there in the a.m. so if there is a gang of 5-8 in there when you arrive skip it, I do.
Burger King for lunch or Dominican food from one of the places on Duarte near the Don Juan Hotel.
Elsewhere the rest are mediocre Italian, German, etc., joints worth missing. The Italian ones have horrible pizza , wet and runny , bad crusts.
