I'm probably coming off a little harsh, but it's common sense. Dog on lead jumps off roof. What happens to the dog? You might as well tie the dog to a noose.

But if you watch the dog while it's on the lead and pull the dog back BEFORE it gets to the edge, then the dog won't have the chance to jump off, thus not hanging itself.
