Like Q said, there is no way to spot reduce,, however, there is nothing wrong with working the muscles in those areas, either..

you may consider doing pushups and situps,, even if you only start with a couple, and do them 3x's per week, it's better than nothing.. When I was trying to up my reps for PRT,, I would do 10 pushups and 20 situps, 3x's per day.. and after a week,, I would double it.. and keep it at 3x's per day.. by the time PRT came around, I was able to do 85 situps and 60 pushups, at one time without a problem..

on the other hand,, you may vary your cardio.. swimming works your entire body.. and different strokes concentrate more on chest and shoulders.. when I'm swimming, I make sure to do 100 meters of all legs,, 100 meters of all arms,, and then 3-500 meters of crawl.. ofcourse, this will vary depending on energy, as you may do side stroke or back stroke, in between crawl laps,, in order to get your wind back,, but I won't stop until I reach atleast 300 meters.. *there are kick boards and leg bouys that help the concentration on legs and arms**
