Yup. This is similar to to the training we do with our dogs in obedience.

Initially you try and do it nicely and if the dog doesn't obey then there is consequences i.e. a pull on the prong collar, a nick with the electric collar similar to what the article says. However, in every case where the “freeze” command has been witnessed, the behavior of TSA agents has made it clear to travelers that if they don’t do precisely that, they will face the consequences.
