i remember.

last name Keane. Stacey or Tracy. English tourist. (different case, though. just something that has stayed with me.)

shot in the back by a young black 'man'/ thug, out on a weekend furlough. he had dozens of violent crimes on his record.

at Fisherman's Wharf in SF. early '90's.

he "asked" her for a quarter. she said no. about 2 AM in the morning.

Juvie admin's & judges that let thugs out for a "weekend furlough" are as responsible for any deaths that occur as the thugs themselves. it's like letting a wild tiger loose in the city. it's not like there's much doubt about what's going to occur.

compassion is good but mis-placed compassion kills.
