It doesn't make sense to shut down everything at once to upgrade or test any part of the system.

Chances are something is being hooked into the system at lower protocol layer, and everything needs to be turned off so whatever they're doing is not detected.
Now that's a spooky thought, perhaps so they can monitor everything in real time? Wonder if it busts encrypted messages also. Sounds like we all need to go ham radio or something of which I know nothing about.
