This isn't something new, nor is it limited to DC.

I was almost arrested for an out of date tag sticker way back in the mid 90's in Orlando, but since it was only 28 days late instead of a full month I was merely fined $140....
Oh yeah, they told me I would have gone to jail if it had been 2 days more outdated.
And the 13th St. Precinct Jail in Orlando ain't no Disney World either though it's probably much like DC's Jail.
