A safe dog park = one without ANY OTHER DOGS.

Honestly we were using an abandoned dog park for awhile, no other dogs/humans ever came there. It flooded too often for it to be a good location. So we used it until they tore it down. In retrospect it was probably a bad idea, she probably still could have picked up some illness there.
Now she is content to just get her exercise on leash. If she needs to really run and stretch those legs we put her on a an extra long lead. But she is kind of lazy. She honestly could care less about interacting with other dogs. She just rather not be bothered by them most days.
Those Dog Park Rules listed are pretty much standard. Only difference is around here they have a long list of breed restrictions. Which no one really pays any attention to. In fact the few times I did use a dog park years ago, no one really paid any attention to most of the posted rules. It was mass chaos and not some place I care to take my dog back to. Makes it a pretty scary place. You would have big dogs in the small dog area. Small dogs in the big dog area. People bringing in toys and bones and treats for their dogs to play with. People coming in with up to 5 dogs at a time. People leaving dogs in the fence unsupervised and going off to the their car, the bathroom, etc.
