Just a thought maybe get your dog CGC certified. Don't know if it will help in this situation, but it can't hurt. And honestly your best chance in the long being that your dog is young would probably be to go ahead and try to sale. Being in a condo means you will always be surrounded by other people which even if you do get the okay to keep your dog, it could always mean potential trouble for you and the dog.
