I to live in Md. I havent gone threw all the other suggestiong there were so many, but Idk if this might help. Im not sure what kind of training you have done with your dog but maybe if you suggest to the board that you do training classes and have him "Good dog certified"? It's worth a shot, if you dont have to worry about anyone saying anything anymore.
