They need to throw the book at irresponsible owners. HUGE fines, jail time, etc. If people were looking at 2 years in jail if their dog did something, the problem with unleashed dogs and dogs escaping would disappear quickly.

I have zero sympathy for anyone whose dog escapes. There's no excuse for it, ever.
