I remember something like that happening some years before I was born, oh what was his name……….on yeah, Hitler.

I hate to sound harsh but shelters are a moral hazard and only make the problem of pet over population worse. What if the option to drop off a dog at a "safe" place to be rehomed wasn't an option at all? What if you were forced to find it a home yourself or euthanize it yourself? I bet that silly little thing called personal responsibility would think twice before getting that cute little puppy. (just my humble opinion)
