Terriers tend to hold a lot of oils in their coat, which can be irritating to people that usually don't have issues with dogs, even short-coated breeds. I'd recommend washing your hands in some type of stripping soap (like dawn) after touching him, and then applying lotion to keep from drying your hands out.
