Can't your parents get on board and have him keep his dog contained since he is their guest?

Technically if it is their property and say a big dog fight broke out and either his dog got injured/killed or he got hurt trying to break up a fight...couldn't he technically sue them? (I'm just thinking that might get your parent's attention...mentioning money usually gets people to at least give what you are saying due consideration.) And no matter how good a friend this person may be...you never know who is lawsuit crazy even if they don't have a legitmate reason to be.

Personally I think your parents are assuming allot of risk...
This^ is an awesome post! I live next door to my parents (I'm their neighbor). However, the property that I rent is on my parent's acerage and thus I have to follow their rules just as I would any landlord. Thankfully they are very responsible about the dogs and people bringing dogs and we don't share a yard! However, cause they rented to me who had an APBT type dog(this was Red), their Homeowner's dropped them and they had to get a new company. The insurance rep. told them that even though I carried insurance on her and rented from them that they could be liable in a civil lawsuit as the owner of the property. Pretty crazy.

This is why my dogs are crated inside or outside in a locked kennel with a top and bottom when I'm away. That way there are no accidents. Maybe talk to your parents and see what they have to say? Good Luck.
