I looked into this awhile ago because my mom has anxiety and I thought about making Veronica her service dog. Unfortunately reactive, occasionally hot-headed dogs are not service dog material.

It seems that in order to qualify as a service dog under the ADA providing companionship in and of itself is not enough; the dog must be trained to do a particular task that assists the disabled person to function. This site (link above) breaks down several tasks that could benefit someone with a psychiatric disability.
