What I agree with, is almost 100% of the time there are symptoms of a growing problem that the average pet owner is ill equipped to recognise or deal with.

I agree. I have not read the law, but having severe penalties for owners of dogs that not just bite but seriously maim/kill a person are definitely something I support.
