I'm not sure what to tell you only that Sasha has been doing something similar. She has been scratching the heck out of her neck. We determined its her collar but she did it with leather and nylon. Its just been a recent development. She has scratched a sore on her neck and whats worse it appears when the clasp rests on her she now has a small bruise, that looks a lot like the clasp. We tried loosening it, tightning it. Didn't help
We are at the point where she is only wearing it when she is outside. And she hasn't been itching and scratching the last few days. The sore is starting to heal and bruise is going down.

I too am curious if its something with the collar, maybe an allergy, or maybe it was aggravating her by being on. She used to wear her collar 24/7. And if maybe there is an alternative collar we could try. She has done much better only wearing the collar when we take her out.
