Yeah, but I have to think long term. What if BSL comes knocking in 5 years and they grandfather in dogs registered by such and such date? I could only register 3 and I would lose the 4th. Plus, my neighbors are busybodies on either side of me and they are breed haters. Then the lady behind me is a dog hater in general who has taught her 2 kids to fear any and all dogs. I would be willing to bet any of the 3 would report it.

So it sounds like the neighbors could change their mind at any point...but what do I know, people change right?
