Seriously? How many debates have we had on this subject. Tethering can be done responsible. A chain is an inanimate object it can not abuse a dog. It is a method of containment. It is the owner behind it. Just as a dog can be neglected as a house dog or in a kennel. I have seen Manu dogs neglected as a house dog. Sure it is getting fed and watered. Buy no interaction.
It is about responsible ownership. Not how you contain your animal. And one should not ASSUME that every dog that is tethered is being neglected. Funny is a dog was on a cable runner no problem. But if the same dog is on a chain people have issues. My dog can snap a cable.
Oh and a crating for hours upon hours is SO much better.
