It's reccomended when you try to rehome a dog that you ask for a small "fee." At $75 I would still consider this a possible "rehoming fee".
The idea is you can possibly weed out less serious folks or people with bad intentions by charging a bit. A lot of folks who are legitimately trying to rehome will reduce or even drop the fee for a good home...as they were simply using the fee for the purpose mentioned above.
When people are attempting to "rehome" an entire litter with a "rehomeing fee" above $75 each (and if they charge anything at all the pups had damn well better have a helth cert. from a vet) then you get into folks intintionally misusing the ideas of "adoption," "rescue," and "rehoming fees".
It's perfectly logical for a breeder to "sell" retired stock. They want to make sure their dogs go to GOOD homes...and again, charging a fee will discourage those looking to fill an immidiate desire (as opposed to thinking it through and coming to a logical conclusion), and those looking to get a free dog for nefarious purposes. Again, most breeders will give their dogs to the right homes, and use fees to discourage non serious folks.
