how do you train a dog not to whine when crated, nova whines so loud our neighbors complain so in turn he roams free because i dont want to piss my neighbors off.

Ignore the whining - do not reinforce it (even inadvertently) by correcting or soothing him).

Close the windows, so your neighbors won't be 'entertained'.
