Pa resident here.This is what I have heard as well. They can if it is a ''dangerous dog'' but not by the dogs breed alone. Pa dog law states that an owner a 'dangerous dog'...... which is defined generally as a dog that has attacked a person or domestic animal without provocation (regaurdless of breed) to have liability insurance of at least $ 50,000 and prohibits a policy from excluding coverage for any specific dog breed.
