I just bring the dog outside, regardless of the weather. If the weather is crap (extreme cold, snow, rain) they just get walked until they pee/poop and back inside. I don't have a yard, so their only option is to get it done ASAP if they don't want to be out in the cold.

Luckily, my dogs don't care about the rain.
