If my dogs were on someone elses property and they shot them, that would be MY irresponsibility that caused it as far as I'm concerned. I don't understand why people who live in the boonies think it's ok to let their dogs roam free. There is livestock to worry about, highways, wild animals, etc... I think whether you are in the city or the country, properly confining your dog is a must. If the dog is all ''depressed'' about being confined, too bad for the dog IMO. Better that than shot or squished on the road. Create a positive association with the confinment so they grow to see it as a good thing.
