Most of the nicer courses and almost all of the private clubs around here require carts as well. It is about pace of play.

The semi-private club I belong to was built in an old quarry. Lots of elevation changes and long walks between holes. You'd have six hour rounds and probably a bunch of broken ankles. Cool course, but just not walking friendly.
