Sounds to me like a good old fashioned ass whoopin is in order, either physically (which he's probably never had) or professionally from the person that he has to report to.

The fee is not what's in question to me so much as his behavior, you just don't treat folks like that.

As for the 'trail fee', if the registration on that cart is current at the club, then the fee is paid, no matter who drives. They're only liable for the green fee, at least that's the case everywhere around here that I know of.
