We have the same signs on our course, and they don't mean squat, unless it is an unusual circumstance. My wife's cousin lives on the 4th fairway of my home course. Their home is 230 yards off the black tees. Their home gets hit a lot by hooked shots. They, as home owners have to pay for any repairs needed, and the course management will not help them with errant golf shots. One nice thing is that these folks don't golf, so I have an endless supply of practice balls.

Have hit a few apartment buildings & 1 car...no damage to anything yet.

As far as I know, it's the golfers responsibility if they damage anyones property. Have read that at a few courses.
