According to SWRC video on WRC.com Breen not going to NZ.

VW's position a little odd unless they're a bit nervous about their chances against the kiwi boy on home turf.

Yeah I thought Breen would skip NZ since he did Monte, cheers for that. I was really looking forward to seeing Paddon vs Ogier in NZ, would have been a good comparison of speed. NZ not being a permanent round may be a factor for VWs decision as well, Australia will probably be returning next year.
