Do not turn off wifi if you're in an area where wifi is available. Wifi uses less battery then 3G. Constantly scanning for wifi to autoconnect where there is non available will eat life.

Android suspends apps when "minimised" after a short while to save RAM and processor. I assume iOS is pretty similar.

Android kills apps when it needs the memory- there is no time limit. Of course the application can tell android to suspend or flag itself as available to be killed at it's own discretion once it's minimized.
