Can't the UK also stop newspapers from publishing things that might be embarrassing to the government?

Depends on how many people know about it, control over the press is good for manipulating the truth and changing impressions but not so good for total lies or information blackouts.

There are too many people these days in the UK that don't even read newspapers they watch the news or get their news on the internet.
