If female dogs in heat are anything like female cats then they are willing. While it might be possible to rape a male dog, it is not like it is necessary since they seem perfectly intent on humping anything they can hump. For female dogs rape is a possibility (ever seen a male dog try and hump a female dog that isn't in heat?) but males will happily red rocket anything they can.
