It happens.

I have even seen it happen in real life. Its just that finally the prevalence of cameras practically everywhere you walk is making the frequency of such incidents more apparent.

Before, it was just your word against the police (Good luck with that!)

Now the police have to talk real fast to try to convince people that they are not seeing what they think they are seeing. (Good luck with that!)
exactly, he was acting out in anger and is basically a coward. he shouldn't be a police officer if he can't control his emotions.
