Cable (Virgin) tried a similar trick.
My Dad recieved a Digibox by courier one morning. When he opened the letter we found it was addressed to my Mother (deceased) and said "Thanks for ordering XL TV! An engineer will be with you shortly to install your new TV package!".
I phoned them up and asked why he'd recieved a digibox when he hadn't ordered TV (And was on Sky) and they said that on Tuesday of that week Mrs ****** had contacted them and ordered the service. We said that was impossible and to cancel the installation as we'd not requested it, they said "That's fine, but there's a 25% cancellation fee."
Needless to say when I pointed out the person who had supposedly ordered the package had been dead for 2 years and their regulatory body might be interested in this charge they backed off.
