Well, if you can't afford a $10 hand pump, you can always do it the old fashion way.

Find yourself a piece of old water hose that is long enough to reach the bottom of the tank, and about 2 feet hanging out the filler hole. Get yourself a container that can hold 13 gallons (probably another gas tank). Put the hose into the tank, and "pump" iot up and down (just move the hose up and down quickly tp prime it, much like you do when you clean a fish tank). then, VERY CAREFULLY suck on the hose until the gas is just coming out. The first time you do it, you'll get gas in your mouth. Once the gas is flowing, point it into your container. Gravity will do the rest, emptying most of the tank. I'm not responisble for any injuries that may happen by you using this technique.

Or you can scrape up 10 bucks and by a hand pump.

EDIT: Just read you don't have a hose (not sure how, but whatever)

Umm, you can always put a jack under the tank, disconnnect it, lower it, and then pour the gas out the fuel pump hole. 13 gallons off gas won't weigh too much.
