I would'nt put it on both sides.
And use the adhesive quite sparingly too, as too much can work its way into the oil ways when you put the cover back on and torque it down.
If you did wanna put a little on the outside of the gasket, just use the tip of a finger and just put a smear there all around the gasket.
And be careful when you torque the bolts down, as its very easy to bend the cover even slightly, and oil will eventually work its way out.
I usually do mine, hand tight and then one half turn, I may check them after a day or two, just to make sure and check for oil leaks.
I've almost never used a torque wrench, and just go by experience, I've never had a problem in 20 years of working on engines, both motorcycle and cars.
But I guess some people might not know when so many turns is enough, I guess there is always people who will think "Just one more turn", and that one more is usually what causes a bolt to shear or a screw to strip its threads.
