With regards Paypal and verification, the process certainly used to work in the following way:

Sign up with Paypal - give them credit/debit card information.
They make two small charges against your card for less than £1 each.
When your statement arrives you go back to Paypal online, click "Verify Account" and you then enter the amount of the two charges (as they are random amounts).
Your Paypal account is then finally creditted with the amount of the two charges.

This gets a method of payment officially attached to your Paypal account and also verifies you are who you say you are etc.
Slowish process to get an account set-up, but makes things a little moren\ secure.
I think you are mixed up, the actually make two small deposits into the account, then you go to the website and enter the ammounts of the deposit to verify your account.
