the fatwa does not make a distinction between those who become apostates while living in the muslim lands or those who become apostates while living in a non-muslim land and later returning to the muslim lands as an apostate.

But it doesn't say that there is no distinction either; a specific fatwa would be needed in this case. I think I've read somewhere (don't remember where) that there is a difference in this; for example as far as I know if someone makes Riddah outside Dar al-Islam the hadd is not carried out on him, but I don't know what the scenario is if he comes back to Dar al-Islam.

But the specific point here is; is there a Darul Islam outside some parts of Afghanistan and Somalia?

So unless the interest of the OT is related to coming back to countries as Afghanistan or Saudi or a few others, I don't see the actual relevance of the problematic.

Rather, if the concerned people is you, why don't you come back to Islam?
