Both have their pros and cons.

Toronto has more Muslims and therefore more masjids, madrassas, organizations, job opportunities within Muslim communities, halal outlets. One the downside, you will find segregation among the different communities to some extent eg Gujraties stay with Gujraties, Afghanies stay with Afghanies, etc. This however lessen as you go nearer to the suburbs, and places like Mississauga.

Calgary is smaller than Toronto, hence you will find more cohesiveness within the community in comparison to Toronto. There are not as many Muslims in Calgary, though there is a healthy community of Muslims there. They also have masjids and maktabs. They have a few places one can get halal food from.

I personally would suggest Toronto for someone with children.
