Perhaps. But I'm speaking of average people. Emirati leaders have a serious dilemma in the encroaching dominance of Western secular culture in the Emirates. However, the average Emirati tends to wear traditional "national dress" and speak arabic.

When the government required expats to apply for a national id card, the instructions were for expats to wear their own "national dress". Except, most nations simply wear Western style pants and shirt, so most people were wondering what to do about that. Then they issued instructions just to wear a suit if you have no national dress.

As sister mentioned regarding India, Indians here in UAE tend to wear only pants and shirt, Western style. There is no distinction between Indians in that, such that one cannot distinguish Muslim from Hindu in dress, which is frustrating. Sikhs stand out at least with their beards and sikhi turban.
