If this helps, I remember Mufti Abdur-Raman Ibn Yusuf saying along the lines of his commentary on the Beginning of Guidance by Imam Ghazzali

that toilet tissue etc. is a 'reducer' of najaasah and water is a 'remover' of najaasah.

Forgot the Arabic terminology of the words.
