No, he provides a bunch of facts in the book that shows conventional wisdom is almost always wrong.
Take for instance the lower crime rates that began in the early 90's and continues to today. - In the mid 80's crime was reaching an all-time high, In Chicago in 1985 there were 1300+ murders, in 1995 there were less than 300.
(I believe it was Chicago, I don't have the book in front of me, it may have been another city)
Each level of government claimed it was because of things they did, Clinton claimed it was because more cops were on the streets and he raised funds to local police departments, and the Republicans were touting it was due to longer sentencing and enforcing - yet the arrest rates were also way down, as was prison populations.
It wasn't until an economist a couple years ago showed the real reason - abortion. There were simply less criminals born. The data was clear, there were 1,000's of abortions committed in the highest crime areas each year..also according to medical data - most of the abortions were single mothers..single mothers with unwanted children in high crime areas breed future criminals.
