Rogers, yes the intent I believe is to have 'membership dues paid' proof at tournaments and such. I'm not sure such a plan has really been put into practice yet however. I can tell you the SEUSKF has considered doing something similiar but so far has not. A lot of the board of both orgs has stated their displeasure at people paying dues right before a promotion or tournament so they can play, instead of supporting their federation all year long. For the member federations (such as the SEUSKF) paid membership roles give us votes in the national org and people that wait to pay right before a promo in the fall don't allow their local federation to have their membership counted (if anyone follows what I am trying to say).
