It's Mugen. The "what if" fighting game engine. Best way I can explain it is it's a hybrid of many many fighting games. Made by gamers. Do a youtube search for mugen and you'll see the insanity. All their games are completely unbalanced, broken, and glitchy. But they are interesting nonetheless. It's more fun to watch mugen than to play it. My personal fav is when they made a "violent Ken" character. It was nuts.
