Japan is going to start fingerprinting and taking pictures of any foreign national who steps foot on their soil, starting in 3 weeks. This has been in the works for some time now. . .

The U.S. already has that law for people coming in from visa waiver countries. I think in October all visa waiver countries will be required to issue biometric passports.

There has been some talk on other threads about a certain captain of a certain national kendo team coming into the U.S. on several occasions in spite of a rape conviction. This is designed to prevent such happenings.
