For my information, what does constitute "terroristic threatening" to make it a "felony"?

IANAL, but essentially "terroristic threatening" occurs when someone threatens to kill or injure another person. The severity of the crime depends on the situation: distance between the victim and the perp, if the perp has threatened the victim on more than one occasion with the same intent, if the perp has a visible weapon, if the victim is "emergency personnel" or similar, etc.

One of my jodo teachers is a cop, and he indicated that there are a lot of factors that lead to an arrest for "terroristic threatening." If someone is just talking smack, even loud annoying smack, such as CB was doing, and the cops were there, they'd probably give him a verbal warning, if he didn't take heed, they'd probably arrest him for "disturbing the peace."

However, whenever there's a weapon involved, even if it's unconventional (a brick, a piece of pipe, a hammer), it would be clearly over the line. If the perp was threatening the victim with purpose (I think there was some element of coercion they were looking for) it'd be clearly over the line.
