An article in a newspaper isn't at the same level as the actual internal NYPD report, which was suppressed.

This comes out at a bad time for the NYPD and its commissioner. It reinforces other allegations of police misconduct. Crime statistics are a big political issue, something Bloomberg has made a centerpiece of his administration. Not a coincidence that he's had nothing to say on the matter so far.
